Abstract Policing and Public Health: Law Enforcement and Harm Minimization in a Street-level Drug Market Lisa Maher* and David Dixon**

| The impact of street-level law enforcement
on Australia's principal heroin market is elegantly detailed and analyzed in this
article that is based on three-years of research with interviews and
extended ethnographic fieldwork. Data on drug use, behavior risks, crime,
and policing are used to provide insight into the relationship between law
enforcement and harm reduction. The authors' findings suggest that the
consequences of police crackdowns and their impact on the drug
markets include geographical, social, and substance displacement that
threaten public health and community safety, and raise doubt on the value
of these crackdowns. |
